Since the "14th Five-Year Plan", what are the new changes in the internal and external situation faced by the industrial machine tool industry? What breakthroughs have been made in industrial development? What are the prospects for industrial development during the "15th Five-Year Plan" period? Mao Yufeng, executive vice chairman and secretary-general of China Machine Tool Industry Association, recently accepted an exclusive interview with a reporter from Economic Daily.
The development of industrial machine tools is of great significance
Reporter: Why is the industrial machine tool called the "tool of making tools" and "the foundation of manufacturing"?
Mao Yufeng: Machine tools are the core components of industrial machine tools. In the traditional definition, the machine tool industry includes metal forming machine tools, metal cutting machine tools, woodworking machine tools and other types in terms of main machines. Nowadays, with the changes in the underlying logic and processing methods of the manufacturing industry, industrial machine tools are divided into three categories: subtractive manufacturing, equal material manufacturing and additive manufacturing in terms of processing methods.
As the basic equipment of metal processing and precision manufacturing, the development of the industrial machine tool industry is of strategic significance, and its technical level directly determines the development height of automobiles, aerospace, new energy and other fields. In particular, the performance, quality and ownership of CNC machine tools have become one of the important symbols to measure the level of industrialization and comprehensive national strength of a country, the core support for the high-quality development of the manufacturing industry, and the core hub and commanding heights of the modern industrial system.
Reporter: Since the 14th Five-Year Plan, what is the internal and external situation facing the industrial machine tool industry?
Mao Yufeng: In the past five years, the internal and external environment faced by the industrial machine tool industry has continued to evolve, and opportunities and challenges coexist.
From the perspective of the domestic environment, the state attaches increasing importance to the industry. Especially since 2025, from the "15th Five-Year Plan" proposals to special policy support, from the construction of the standard system to the special capital investment, a comprehensive support system has been formed. At the same time, the industry has been strongly driven by downstream user industries. Since the beginning of this year, the traditional manufacturing field and emerging industries have shown a good development trend, bringing strong market demand for machine tool products.
From the perspective of the international environment, the global industrial layout has been deeply adjusted. On the one hand, in response to supply chain fluctuations and geopolitical risks, major economies are reallocating their manufacturing backup capacity. On the other hand, the demand for traditional industries has weakened, leading to a decline in total global demand for machine tools.
The proportion of domestic mid-to-high-end products has increased
Reporter: As the world's largest producer and consumer of industrial machine tools, China's industrial scale has ranked first in the world for 13 consecutive years. During the "14th Five-Year Plan" period, what achievements and breakthroughs have the industrial machine tool industry made?
Mao Yufeng: With the deployment and support of the party and government departments, the industrial machine tool industry closely follows the main lines of innovation-driven development, industrial chain and supply chain security and stability, industrial base advancement, and industrial chain modernization, and continues to move towards high-quality development.
The scale of the industry has expanded steadily. During the "14th Five-Year Plan" period, the revenue of the machine tool equipment industry is expected to increase from 763.1 billion yuan in 2020 to 1.05 trillion yuan in 2025, in terms of import and export, in June 2019, the import and export of machine tools achieved a trade surplus, in February 2023, the import and export of metal processing machine tools achieved a trade surplus, and in June 2023, the import and export of metal cutting machine tools achieved a trade surplus for the first time, so far all sub-industries of the machine tool equipment industry have achieved trade surpluses. During the "14th Five-Year Plan" period, industrial operation showed a positive trend of recovery.
Investment in scientific research and innovation continues to increase. During the "14th Five-Year Plan" period, the state has introduced a series of policies and measures to promote the innovation and development of the machine tool equipment industry, driving the annual growth of R&D investment and the investment intensity are higher than that of the "13th Five-Year Plan" period.
The shortcomings of high-end products are gradually eliminated. Key machine tool products such as high-precision high-speed five-axis machining centers, high-precision high-speed gear processing machine tools, and CNC turning-milling composite machining machine tools are close to or reach the international advanced technology level, and the proportion of domestic high-end products in the market has steadily increased.
The long-term mechanism of supply and demand docking plays a role. Machine tool equipment manufacturing enterprises and key users will further strengthen contact and cooperation in collaborative research and application verification, forming a number of demonstration projects and advanced units for long-term mechanism of supply and demand docking. A number of brand enterprises with independent intellectual property rights and international competitiveness have been cultivated in the industry.
The internationalization process continues to accelerate. The export value of machine tool equipment products is expected to increase from US$63.86 billion during the 13th Five-Year Plan period to US$106.21 billion during the 14th Five-Year Plan period, with an average annual growth rate of about 10.7%. The export product structure is also constantly upgrading, and the main machine products have expanded from ordinary machine tools to mid-range CNC machine tools and even high-end five-axis machining centers.
The goals and tasks of high-quality development are clear
Reporter: The 15th Five-Year Plan proposes to improve the new national system, take unconventional measures, and promote the whole chain to promote decisive breakthroughs in key core technologies in key areas such as integrated circuits, industrial machine tools, high-end instruments, basic software, advanced materials, and biomanufacturing. What are the development prospects of the industrial machine tool industry in the next five years? What are the focuses?
Mao Yufeng: The "15th Five-Year Plan" period is a key opportunity period for the development of our country's industrial machine tool industry. Industrial development mainly shows five major trends: first, demand-oriented has become the main line of industrial development model; second, market demand is rapidly iteratively upgraded, and technical adaptability requirements continue to improve; third, the international industrial layout is in an unstable state of dynamic adjustment, and the reconstruction of industrial chain and supply chain is facing new challenges; fourth, the integration of digitalization, informatization, intelligence and advanced hardware defines high-end products; fifth, industrial concentration has been further improved, and grasping structural problems has become the key direction of high-quality development.
To this end, during the "15th Five-Year Plan" period, the industrial machine tool industry should focus on promoting five major tasks:
Strengthen innovation-driven. Focus on national strategic needs, key areas, and high-end machine tool equipment needs in major projects and projects, focus on key links such as forward design and intelligent manufacturing systems, carry out innovative research, and form a genealogy new product system.
Consolidate the industrial foundation. Through scientific and technological research, technological transformation, equipment updates, etc., promote the systematic improvement of basic capabilities, dynamically track and release the level of industrial basic capabilities, and build a support platform such as a positive design platform, key component manufacturing platform, and application verification platform for industrial sharing.
